Observation

When this licensor arrived to conduct an unannounced monitoring visit, this licensor observed 4 children outside playing. This licensor peered through a gap in the fence and did not see the provider outside with them. This licensor caught the children's attention and asked for the provider. The children opened the sliding glass window and told the provider someone was here. The provider came out to let this licensor inside. The provider was not with the group of children when they were outside to provide active supervision. The ratio while the children were outside during this licensor's arrival was 0:4. The provider would not be able to scan the enviornment or anticipate problems while she was inside the licensed space while the children were outside.
